California police arrest Kevin Konther in brutal cold case rapes of girl and woman in 1990s

Keven Konther, 53, was arrested on Thursday on two counts of felony rape, oral copulation with a child under 14, lewd and lascivious acts with a child under 14 and aggravated sexual assault.
