North Carolina to raise marriage age from 14 to 16 and bar 16-year-olds from marrying 21-year-olds

A North Carolina law raising the marriage age from 14 to 16 is expected to reach Gov. Roy Cooper's desk this week. The law stops short of a national push to bar all marriage under 18.
